The Western Balkans Start-up Ecosystem at a Crossroads is a new joint review by the European Institute of Innovation and Technology (EIT), the Regional Cooperation Council (RCC), and the Enterprise Europe Network (EEN).
This review gives the first full and evidence-based look at the start-up world in the Western Balkans Six (WB6) — Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, and Serbia.
It explores how the region is moving toward an innovation-driven economy. The review maps key strengths such as a fast-growing ICT sector and a young, skilled workforce. It also points out ongoing challenges, including a lack of funding, fragmented markets, and talent migration.
A Roadmap for Growth
The review offers a clear strategic roadmap to make the regional innovation ecosystem stronger. It focuses on three main goals:
- Mobilising private capital to give start-ups better access to finance.
- Bridging the talent gap through skills development and training.
- Building stronger links across borders and with global partners.
By joining the efforts of European and regional actors, this work shows how coordinated action can unlock the WB6’s untapped potential. It also highlights ways to speed up their integration into Europe’s Single Market.
